Construction is one of the most dangerous occupations. One in six fatal accidents at work occurs on a construction site, and each year at least 60,000 fatal accidents occur on construction sites around the world. Yet the causes of accidents are well known, almost all accidents are preventable and, in common with other business issues, occupational safety and health (OSH) can be managed at the enterprise level. The International Training Centre of the ILO, in collaboration with LABADMIN/OSH (the ILO programme promoting OSH), is running this course in Turin on the principles of OSH management for construction sector enterprises, with the general purpose of exposing participants to the ILO's international experience and providing guidelines.

The course is designed for OSH advisers and trainers from governmental agencies and employers' and workers' organizations who are involved in the promotion of OSH within construction sector enterprises. Public and private sector organizations throughout the world are increasingly concerned with improving occupational safety and health (OSH). In both developed and developing countries, the rapid pace of technological change, combined with the persistence of unsafe or environmentally hazardous working conditions, has served to focus attention on the need to create safe, healthy working environments and promote a new safety culture in the workplace. Organizations are increasingly seeking OSH professionals who can catalyse these processes, and it is not always easy to find professionals with the right skills. Becoming a safety and health professional requires multidisciplinary training. The OSH profession calls for a broad-based educational background, including specialized knowledge of the physical sciences (medicine, physics, chemistry and engineering) and social sciences (behaviour, motivation and communication), together with an understanding of the principles and concepts of management. Accordingly, the University of Turin, Italy, in partnership with the International Training Centre of the International Labour Organization (ITCILO), the International Labour Office (ILO) and the International Commission of Occupational Health (ICOH), is offering a Master in Occupational Safety and Health. This one-year Master, to be held in English, includes an Internet-based distance-learning phase, a face-to-face residential period on the ITCILO's campus in Turin, and another distance-learning phase for the preparation of the dissertation. The proposed Master combines the advantages of the academic experience and the international training experience of the organizing partners in the field of OSH. An international approach has been applied to the content and methodology, as well as the composition of the training team. This Master involves participants from both developing and developed countries, who will thus have an opportunity to share their different experiences. It also features a range of learning situations in which participants can enhance their analytical and problem-solving skills.

The Master has been specifically designed for hygienists, physicians, chemists, engineers, inspectors, practitioners and officers, with a university degree but without a previous specialization in OSH, who are working, or wish to work, as OSH specialists.
The following are essential for admission to this programme: a first university degree (BA) of minimum three years' duration; a working knowledge of spoken and written English; the ability to access and use a computer connected to the Internet.

In pursuit of a safe and healthy working environment for all workers, each country has to develop an effective national OSH system resulting from a collaborative effort between the government and social partners. Such a system will comprise various elements, including legislation, compliance assurance mechanisms and a training and information network. The system needs to be continuously improved by the formulation and implementation of national OSH programmes (medium-term programme of strategies and activities aiming to improve the OSH situation), as guided by the Promotional Framework for Occupational Safety and Health Convention (No. 187) and Recommendation (No. 197) adopted by the ILO in 2006. Many developing and industrialized countries are increasingly adopting this ILO-inspired strategic approach to OSH, making significant progress in the way they manage OSH at the national level. The International Training Centre of the ILO, in partnership with SafeWork (the ILO programme which promotes OSH), is organizing this course in Turin to acquaint participants with the international guidelines and principles of the ILO, as well as experience gained from consolidated and successful national OSH systems and programmes.
